part 1. online survey:
using a qualtrix platform we survey state-level bureaucrats to gather a repository of information on their demographic traits, experience, and interests as well as the intricacies of bureaucratic networks. so far we have implemented the survey in minas gerais, pernambuco, espírito santo, maranhão, são paulo, and santa catarina, and we will soon add the federal district and goiás. click here to access the survey.
part 2. state cases:
the project gathers a team of investigators in 11 brazilian states to conduct case studies on policy implementation. each researcher focuses on a particular policy in public security, social programs, or infrastructure and tracks the process by which bureaucrats implement executive programs. more specifically, we ask how formal hierarchies and informal networks, including politicians, business groups, unions and representatives of civil societies, interact to implement, distort or abandon executive proposals.
